In July 1992, Chris Patten was appointed as the last British Governor of Hong Kong. By contrast with his predecessors, Sir Edward Youde and Sir David Wilson, Patten had little knowledge or experience about Hong Kong or China, and never spoke either Mandarin or Cantonese.
